Current State of Play in Georgia According to the Rule of Law Index 2022

According to the 2022 Rule of Law Index, Georgia received an overall score of 0.60 (maximum score of 1). This score has decreased by 0.01 points compared to the previous year.  Georgia is in 49th place among 140 countries and first among 14 countries in Eastern Europe and Central Asia. 

The World Justice Project Rule of Law Index assessed the situation in 140 countries based on the following 8 factors: Constraints on government powers, absence of corruption, open government, fundamental rights, order and security, regulatory enforcement, civil justice and criminal justice.

Georgia received the highest score – 0.79 in the factor of order and security and the lowest factor score – 0.51 in criminal justice.

Compared to 2021, scores received by Georgia declined in the following factors: Constraints on government powers, fundamental rights, civil justice, and criminal justice. Assessments with regard to the absence of corruption, open government, and order and security have not changed. Compared to 2021, the assessment of Georgia has improved only with regard to regulatory enforcement.

Similar to 2020 and 2021, in 2022 Georgia received 0.68 points in the absence of corruption. Among the scores given in 2015-2022, the one received in 2020-2022 is the lowest.

Among the sub-factors of fundamental rights, Georgia has the lowest score (0.47) in privacy and the highest one (0.72) in the right to life and security.

In the factor of civil justice, the lowest scores were given to the following sub-factors: civil justice is not subject to unreasonable delay (0.34) and civil justice is free of improper government influence (0.39). Sub-factor of accessible, impartial and effective alternative dispute resolution mechanisms scored the highest – 0.73 points.

Among the sub-factors of criminal justice, the most problematic is freedom from improper government influence, which scored the lowest – 0.24 points, and the highest score (0.73) was given to freedom from corruption. A relatively low – 0.36 score was given to the sub-factor of effective criminal investigation system, which has decreased by 0.01 points compared to 2021.
